About the  Program

The Halal Academy Program (HAPÒ) is a strategic joint venture initiative between Emirates International Accreditation Centre (EIAC) & Dubai Islamic Economic Development Centre (DIEDC) coming under the Halal industry strategic pillar.

The Professional Diploma modules have been uniquely developed by world-renowned scientists and experts in the Halal products industry and conformity assessment. The main mission of this professional diploma is to prepare future auditors and in improving the Halal Products Industry worldwide through focusing on the compliance and harmonizations between the local, regional, and international standards. It also aspires to provide outstanding learning services to improve the job quality and earning of individuals and operation staff in the Halal auditing fields as well as the industry.

Dr. Mohammad AlKubaisi

Dr. Mohammad is the grand Mufti at Islamic Affairs and Charitable Activities Department, Dubai since 2008. He completed his PhD with excellence and publishing recommendation from Baghdad University in 2002. He is an alumnus of International Islamic University at Islamabad, Pakistan. He memorized the holy Quran Quran at Makkah Al-Mokarramah, Saudi Arabia, in 1405 A.H.

He also holds Ejaazah (scholarly degree) in the Six Books of the Noble Hadith with continuous chain and in Islamic Sciences and linguistic. He also served as a Senior Researcher at Research House for Islamic Studies and Heritage Revival, Dubai, during 1997-2007

He is also a Halal Expert Shariah Member, Halal Expert, Member of impartiality and appeals. He also served as Arbitrator Expert with Personal Status Court, in Dubai Courts.

He is a known face to the UAE community as he is a presenter of various TV programs in multiple broadcasting channels. He has penned also many articles in both English & Arabic languages

  • Dubai Excellence Award winner as an Innovative Employee, and was honored by H.H. Sheikh Mohammed bin Rashed Al Maktoom 2009.
  • Achieved first place in the Excellence Program of Islamic Affairs and Charitable Activities Department, Dubai, as the “Distinguished Mufti” in 2009, 2011, and 2015.
  • won first place as the “Distinguished Researcher” in the Excellence Award 2008.

Dr. Mohamed is an Advisor for Emirates International Accreditation Centre [EIAC], serves as the Chair of the Technical Committee Arab Accreditation Cooperation [ARAC] and Chair of MMC International Halal Accreditation Forum [IHAF].

He has contributed to the significant development of the conformity assessment and accreditation in the ARAB region. Has over 27 years’ experience in the areas of accreditation, conformity assessment systems, qualifying and training of conformity assessment bodies and testing laboratories, food safety, chemical analysis, forensic and crime laboratories. Expert in laboratory safety and design in addition to laboratory establishment, instrumentation. He led the establishing and managing of different conformity systems capacity-building projects, product certifications, inspection, and analytical testing laboratories in the Gulf and Arab countries region in the area of Food, drinking water, pharmaceuticals, cosmetics, textiles, plastic, petrochemicals, forensics, and Instrumental Analysis.

Professor Mehmet is the Senior Research Fellow of the Veterinary School, University of Bristol, UK, Professor of Medical Physiology, Diplomate European College of Veterinary Public Health, Coordinator of DIALREL, EU Project on Religious slaughter, Halal production, has been a consultant/expert scientist for several international organizations that included Cardiff University, EBLEX, EU EFSA and RSPCA, UK and GCC, UAE.  He was a research leader for projects funded by the UK Department for the Environment, Food and Rural Affairs (DEFRA), Food Standards Agency, and European Commission. His research interests include farm animal physiology, Halal, and animal welfare with particular reference to stunning and slaughter and food safety. He is currently an assessor for food control and safety, an advisor and assessor for Halal production and accreditation for Emirates International Accreditation Centre (EIAC), tutor for DG-SANTE training courses and RSPCA/FAO consultant.

Professor Dr. Farag is a Professor of Biological Sciences (Biochemistry and Nutrition-Food Safety) at Food Irradiation Research Department, NCRRT. He is the active researcher in the area of Wholesomeness and microbiological safety of irradiated and microwaved food and feed and genetically modified foods, food safety and hygiene, bio-efficacy of phytopharmaceuticals, nutraceuticals and functional foods, biochemistry and nutrition, properties of food components, natural antioxidants, and mechanisms of action of antioxidants, antinutritional factors in plant foods, food and flavor chemistry, functional properties of protein preparations, seafood processing and utilization of processing by-products, food lipids, cholesterol, omega-3 fatty acids, lipid oxidation, and its prevention, process-induced chemical and biochemical changes in foods, industrial application of Gamma and electron-beam irradiation, radiation processing of food, fat, and energy metabolism, and analysis for quality assurance of food and irradiation treatment of biological waste.

Prof. Hassan is a Halal slaughtering expert and works as Professor of Hygiene and Preventive Medicine, Faculty of Veterinary Medicine, Banha University, EGYPT.
He also served as the chairman of the General Organization for Veterinary Services (GOVS) in Egypt from January 2000 for 5 years.

  • Ex-Member of the board of the World Association for Veterinary Laboratory Diagnosis (WAVLD) USA.

Dr. Ahmed is a Halal products & Islamic affairs expert with profound knowledge in Islamic Sharia and works as a Halal products consultant in the north and south American region since 2011. He is also a practicing physician for infectious diseases.

Eng. Lina is an Industrial Engineer and Business Process Specialist with 29 years of experience in establishing, maintaining and monitoring implementation of management systems for laboratories, inspection bodies and certification bodies, which are operating in various industrial sectors, with the Middle East and North Africa Region. 

She has been working as a regional business and management consultant since 2008, who provided consultation and advises in UAE, Saudi Arabia, Jordan, Libya, Yemen, Sudan, Palestine, Turkey and Egypt and, under USAID, UNIDO and GIZ funded projects for a number of government and private enterprises. 

She is an ARAC Peer Evaluator according to the International Standard ISO/IEC 17011 since 2016, representing the Emirates International Accreditation Center (EIAC, formerly DAC). 

Lina is also IRCA QMS Lead Auditor (Certification Number 01189242) and registered lead assessor for EIAC and the Emirates National Accreditation System (ENAS) to the international standards ISO/IEC 17021-1, ISO/IEC 17024, ISO/IEC 17025, ISO/ IEC 17020, ISO/IEC 17065 and ISO 15189 for Medical and Clinical Laboratories. 

She is EIAC and ENAS approved trainer in fields of quality management, conformity assessment practices, accreditation of testing/calibration/medical laboratories and inspection bodies. 

Lina is a member of international ILAC and IAF committees such as the ILAC Accreditation Committee, ILAC Inspection Committee and IAF Technical Committee, which are technical committees responsible for developing accreditation policies, procedures and guidance documents on international levels and ensure harmonization in their implementation all over the world. 

Dr. Maryam holds her PhD in Molecular Microbiology from University of Surrey, UK. She heads the Chemistry Unit and leads the Food Studies & Risk Assessment Unit at the Food Safety Department.

She is a IRCA Certified ISO 9001:2015 Auditor/Lead Auditor and EIAC Certified HALAL auditor.
